GRS method: Practical experience

During the time period 1982 - 1986, the FEASIBLE GOALS method was used at the Head Computer Center of the USSR State Planning Agency for development of feasible goals for national economy. Now a computer-based support for principled negotiations on economic reform in Russia has been developed: macroeconomic models are used by experts for exploring of potential results of the reform.

The FEASIBLE GOALS method was implemented in the decision support system for water quality planning. This system was used by environmental engineers at the Russia's State Projection Institute for Water Management. Their decisions consist in investment allocation between enterprises along a river and in wastewater treatment technologies choice. Environmental engineers are making these decisions on the basis of exploring objective trade-offs between project cost and several water quality indicators. Several experimental and methodological studies have been fulfilled. They include

-- the demonstration version of software devoted to the application of the FEASIBLE GOALS method for the development of of atmosphere pollution abatement. The software provides the opportunity to explore objective trade-offs between pollution deposition and abatement cost applied in various regions of Europe. As the result, efficient strategies of pollution emission decrement can be found;

-- the demonstration version of software devoted to the application of the FEASIBLE GOALS method for the development of response strategies to global climate change;

-- the case studies of local production and environmental problems (including New York Lower Bight pollution problem);

-- application of the FEASIBLE GOALS method for analysis of international economic relations on the basis of input-output models;

-- selecting of reasonable financial projects (including invester's portfolio choice) from Data Bases using VISUAL MARKET software;

-- application of the FEASIBLE GOALS method for exploration technical projects in machinery design (in particular, battle aircraft design and computer configuration design);

-- development of computer-based laboratory works for university students and of the educational environmental computer games.

The research on multimedia INTERNET-based negotiation support for environmental water planning and management, supported by the NATO Scientific Counsel Grant (jointly with specialists from Cornell University, USA, and New Lisbon University, Portugal), started computer network applications of the GRS method.
