History of RSORS Logotype

Russian Scientific Operations Research Society (RSORS) was organized at the First International Moscow conference on Operations Research (OR) in 1996. This event was an important stage in rapid successful development of OR in the Soviet Union and consequently in the Russian Federation.

In 1964, under the patronage of the President of the Academy of Sciences of the Soviet Union (AS) a department of applied problems was created. It was headed by E.Popov and G.Pospelov who initiated investigations on OR within AS. The investigations were conducted in three AS institutes: Computing Center (CCAS) in Moscow (where this direction was headed by N.Moiseev), Mathematical Institute of AS Siberian branch in Novosibirsk (where Yu.Zhuravlev led the research), and Cybernetics Institute of Ukrainian AS in Kiev (where V.Glushkov run this direction). Additionally, the AS council headed by V.Glushkov was established, and publications of OR periodicals began.

The department of OR was established in CCAS in 1966. It was run by Yu.Germeier. He also led the OR department created at Lomonosov Moscow State University (MSU) as a division of Computation Mathematics and Cybernetics Faculty in 1970. The technical committee of the OR society of Soviet Union was founded at the CCAS in 1972 and registered in IFORS. N.Moiseev was appointed its chairman.

The collapse of the USSR caused scientific links between the former Soviet Republics to disappear resulting in the destruction of many scientific societies. Some OR scientists went on to solve Russia’s organizational and technical problems while others further continued testing the OR theory. Many of these scientists soon realized the necessity of broader scientific contacts and restoration of the former scientific ties. Russian scientists desired to unite their scientific efforts and enter the international exchange of ideas, research results and experiences encompassing OR. Establishment of the Society, Organizational Structure, and Publications

In 1996, the fiftieth year since the discovery of OR, the first Moscow International conference on OR (10-13, April 1996) was held in Russia under the sponsorship of the Russian Foundation for Basic Research and Russian Academy of Sciences (RAS). The motto of the conference was “History. Beginnings. Unification.” The Russian Scientific Operations Research Society was established at this conference, and its governing and controlling bodies were elected. The conferences’ documents and theses were published and are now available on the internet [1]. In particular, they contain protocols, the charter, the list of founders, and other documents of the RSORS. N.Moiseev was elected Honorary President, and P.Krasnoschekov was elected the President of RSORS.

The Moscow International Conference on OR became three-annual. Together with the Conference, RSORS holds the meetings of its members and elections. Thus, every third year the Conference elects Council and the Council elects the President of RSORS. At the forthcoming Conferences (2-nd --- November 17-20 1998, 3-d --- April 4-6 2001, 4-th --- September 2004, 5- th --- April 10-14 2007) P.Krasnoschekov was reelected as President at all these conferences, so he works continuously in one place for more than 13 years.

Both individual scientists and scientific groups hope that the Society will effectively aid in the international exchange of ideas and new results accumulated during the recent years. OR specialists in Russia have a wide range of interests and the new scientific society should reflect this variety and use it for the benefit of the Science.

Scientific works in the various spheres of OR are mostly published in the following scientific journals of RAS: Journal of Applied and Industrial Mathematics [2] and Journal of Computer and Systems Sciences International [3]. In addition, the journal of Mathematical Modeling [4] contains a special OR subdivision. The Journal of Computational Mathematics and Mathematical Physics [5] calls attention to the works on optimization methods. Moscow University Computational Mathematics and Cybernetics [6] is another journal containing a special OR section. Most fundamental OR works are published by CCAS within the sequential issues Communications on Applied Mathematics [7]. Besides Moscow International Conference RSORS permanently holds conferences on OR under the sponsorship of AS Siberian branch [8].
